  • Recorded a turnover of more than $500,000 in 2005-06
  • Achieved a higher turnover in 2008-09 than in 2007-08
  • Fewer than 200 full and part-time employees
  • Not be a subsidiary of an Australian or overseas-owned company
  • Not derive more than 50 per cent of revenue from a single client
